The "Encinitas Right to Vote Amendment" is a petition-driven ballot initiative that would, if it reaches the ballot and if approved by a majority of the voters, amend the Encinitas General Plan and Zoning Code to require voter approval for a broad array of amendments to land-use planning policy documents. The self-described goal of the petition sponsors "is to put important decisions about zoning changes in the hands of the residents and away from City Council members." Seeking to put important decisions about zoning changes in the hands of all Encinitas residents and out of the hands of the City Council and staff is an inherently bad idea. Doing so would cause an already difficult land use planning process to grind to a halt, which perhaps is the unspoken goal of the initiative.
