Allen has owned and managed his own personal portfolio of rental properties and has acted as Marketing Director and Property Manager for Scottfield Building Corporation, which built, sold and managed income properties for others. Prior to entering the residential building industry, Allen was Vice President in charge of real estate for USLIFE Savings and Loan. Allen Baldwin has been the Executive Director of the non-profit Orange County Community Housing Corporation since its inception in 1978. OCCHC develops housing for families earning less than $20,000 a year. Prior to that Allen was a real estate developer of his own properties and with Ray Watt of Watt Industries, which he joined after directing real estate operations for USLife Savings. Allen's involvement in affordable housing includes an 8 year stint as a boardmember of the California Housing Finance Agency, director and chair of the Orange County Homeless Issues Task Force, founding director of the Affordable Housing Clearinghouse, the Clearinghouse CDFI and The Kennedy Commission, advisory board member for Saddleback Community Outreach, and the California Housing Advisory Task Force. Allen has also served as a councilmember in Lake Elsinore, a City Treasurer and on the board of the Elsinore Valley Municipal Water District.
