IN PERRIS, CRIME PAYSI would like to see Perris as a safe, family friendly city throughout, regardless of area, ethnicity, or income levels. A city that is known for it's law abiding citizens and neighbors; and known as the city where "CRIME PAYS!" A crime conviction pays by incarceration, and/or through restitution, or through community service. Crime left unpunished breeds lawlessness! I support just and fair punishment; mandatory sentencing "Because the sentence against an evil work is not executed speedily, therefore the heart of the sons of men is fully set in them to do evil." Ecclesiastes 8:11 THE BIBLE GRAFFITI IS A CRIME! Graffiti must not just be painted over; it must be stopped by strict law enforcement, prosecution, restitution, and community service. It is a blight upon the city and its citizens, it is rampant, and it must not be viewed as just "a minor crime," but viewed as nonresidents would see it: a breakdown of local law enforcement and disgrace to our community. And particularly to those businesses that we need to locate here. Graffiti costs government and private businesses many thousands of dollars annually, that would be better used elsewhere. This will require voluntary citizen participation and patrols, as the police to citizen ratio will never again be sufficient to restore us to a system where law abiding attitudes are the norm and prevail. We must all work together to produce the city we desire to live and grow in. The children of Perris are counting on us! We must all work together to control graffiti GANG PREVENTION Gang prevention must be a priority now, not later. Hopefully we are treating it as a priority; and are providing the police officers with all the tools necessary to insure that gangs do not take hold, or are uprooted, in Perris. We must seek, and encourage Faith based organizations to work hand-in-hand with the city in providing our youth alternatives and activities conducive to good citizenship. At the same time, parents must once again be held accountable for the crimes of their minor children, and make restitution when and where required. Gangs are a poor substitute for strong families VALUABLE POLICE TIME MUST NOT BE SQUANDERED We must utilize our police officers and their time effectively to fight and deter criminal activity. The police force must be reimbursed for all activity outside of its normal criminal duties, much like traffic violators pay fines for various infractions. When they are required to respond to activities such as public disturbance, loud music or parties, neighbor disputes, loitering, and the like, the violator(s) should be charged accordingly by a predetermined scale. Crime None The Less I would support the outlawing of pit bulls as pets within Perris; they are dangerous, unpredictable, disturbing, and terrifying to neighbors and community safety. Loud music, above that of a predetermined decibel limit, coming from the radio/tape or CD player of a vehicle, constitutes disturbing the peace, and is a punishable crime. Taking shopping carts from a shopping center or store, regardless of a persons economic position, is theft. Dumping trash along any street, or upon any property, public or private, is a punishable crime. LOCAL ORDINANCE-IMPOUND UNREGISTERED VEHICLES I believe in assisting the DMV in enforcement of unregistered vehicles using our roads. I witness many vehicles in our city with expired registration (look for the yellow-2005 license plate sticker), which provide no support for road repairs, yet openly use them. I believe that they should be immediately impounded, at a city cost plus punitive expense, and forced to comply with the law as all citizens. Again, this is an area in which concerned citizens could prove very helpful and beneficial to local law enforcement. I would hope, through these fees and that of the red light cameras, to be able to fund several employees in a separate, traffic enforcement division , perhaps even within our own code enforcement department, to free up police officers time. Vehicle registration fees are fair and neccessary ENSURE LEGAL CITIZENSHIP OF ALL CITY EMPLOYEES I would call for city staff to insure that all city employees are legal citizens of the United States; and further, that all employees of any and all subcontractors holding contracts with the city provide certified, provable information that all of their employees are likewise citizens of the the United States. LEADERS MUST LEAD BY EXAMPLE, SETTING A HIGH STANDARD City leaders and city staff must set the standard for the citizenry that no one is above the law! We must lead by example! We must insure that there is NO PREFERENTIAL TREATMENT accorded to any citizen of Perris, whether elected official or family relative of staff; and that all of our laws are equally enforced, and NOT SELECTIVELY ENFORCED on the poorest of our citizens and ignored for the prominent, influential, or wealthy!
