Our cities are dieing from the inside out, I want to bring to Tracy hope for the future

We need to allow business to prosper so that they can pick up part of the tax burden, that is essential to quality of life in the inter city. Land is expensive but usually old thus making it a problem. Rail to the inter city is also important now that traffic has made it difficult to move from one place to another. This will help people who don't have to travel miles to malls.
The total concept of mass sprawl is one that is mandated by the government, because of the migration of so many persons from out of the country. The problem is that with growth comes services to serve the communities and we have not planned that well. As the mandate to have 63 million people in California by 2020 it also mandates that we have 20% affordable housing. Can we manage that? Most likely not because of the jobs and the housing. We also have transportation gridlock. Now, at 37 million people we have the problem. What will it be when we have 63 million? I have predicted for years what Tracy would have what it has today, I predict that it will exceed 250,000 by 2020. We need to be ready for what ever happens. Just the process to feed these people will be a major quest. It will hopefully be my duty to help Tracy to stay focused for tomorrow. The need for water, power, transportation rail, air, jobs,housing schools and the smarts to manage them.
