HAROLD C. WILLIAMS, MSCE, P.E., DTM Harold began his service to others as a Cub Scout and as a Soldier in the U.S. Army. He has maintained his server-ship attitude ever since. Harold is very active in his professional community and with civic organizations. He has distinguished himself as a community leader in the City of Carson. His professional community has recognized his leadership skills as well. He has served as: · Chair, Leadership and Management Committee, APWA · President of the American Public Works Association, So-Cal Chapter · President of the City and County Engineers Association · Treasurer of the Los Angeles Council of Black Professional Engineers Now, he is Vice Chairman of the South Bay Cities Council of Governments, Infrastructure Working Group. Harold has over 25 years of civil engineering, management and administrative experience. This experience has been in both city government and the private sector. As a result, he has acquired a great deal of experience in dealing with the public and their concerns, working closely with cities and special districts to help them make decisions that best meet individual objectives and constraints. Throughout his professional career, he has given advice without reservation for the public good. Presently, Harold leads the Department of Public Works for the City of Gardena as the Director of Public Works and City Engineer. He has held similar positions with the Cities of Carson, Hermosa Beach, Lawndale and Lynwood. In addition, Harold is a businessman as well he leads two small businesses, Harold C. Williams dba "Technically Speaking" and Harold C. Williams, P. E., Civil Engineer. Before entering private practice in 1989, Harold served as director for public works for the City of Carson where under his leadership: · The Carson Circuit Transit Program was implemented and expanded · The City Wide Street Sweeping Program was developed and implemented · A multi-million dollar Capital Improvement Plan was developed and implemented Harold also played a major role in securing state and federal money for two bridges over the Alameda Corridor. The Carson Street overpass and the Del Amo Blvd. overpass both of which are in service now. Harold attended Manual Arts High School in Los Angeles. He earned an AA degree from Los Angeles Trade Technical Community College and received a Bachelor degree from California State University Los Angeles. In addition, he earned a Master of Science degree in Civil Engineering from California State University Long Beach, as well as a certificate in Small Business. He is a registered, licensed professional civil engineer. Harold's hobbies include fitness and camping. He also enjoys reading, speaking to inform, listening to jazz and Latin jazz music. He and his family attend church in Carson. |
