Solutions to Santa Monica's "homeless" problem are not working. Below is a plan that would help reduce the number of transients and vagrants on our streets while getting help for those in need.1. Goals and long range plans must be established. Example: Reduce the number of "homeless" on our streets 25% by 2007 or by 50% by 2010.. 2. Professionally evaluate those requesting services to determine appropriate courses of action for potential clients. 3. Long term residents should have priority for services. 4. Put a limit on services. If, after a period of time, a client has not progressed, remove them from the system and no rotating back through again and again. 5. Curtail public food handouts. Require food handout organizations to meet health codes. Prohibit free meal distribution in most of our parks and especially in commercial areas such as the 3rd Street Promenade. Restrict food giveaways to specific areas and link them to services. 6. Improve service quality to make homless services more effective, efficient and result driven. 7. Fund mental health professionals to "ride along" with SMPD Homeless Liaison team officers. 8. Turn up law enforcement efforts for criminals. Discourage antisocial behavior. Adopt a zero tolerance for street drunks and drug addicts who refuse services. 9. Use "tough love" to encourage malingerers and encourage those who refuse services to go elsewhere |
