ATTORNEY POSITIONS:

ATTORNEY: Law Office Of Steven Hoffer, San Francisco and Corte Madera, California 1993 - Present

Representing rural telephone companies in California regulatory proceedings by writing briefs and presenting oral argument in adversarial investigations and rulemakings. Drafting pleadings on competition law issues including universal service, rate of return, discriminatory pricing, bundling, price caps, access to essential facilities, subsidies, and leveraged monopoly power. Advising clients on business torts, contracts, leases, enterprise formation, capitalization, distribution, end-user agreements, Internet law, and liabilities.

Led U.S. AID's efforts to set up a joint venture among ten African railways requiring legal cooperation to establish a new network for the exchange of data and voice messages via satellite. Mediated cross-border disputes over ownership, control, capitalization, and regional treaties. Conducted hearings for the Congress of the Federated States of Micronesia and drafted legislation concerning women's rights, dispute resolution, sustainable development, trade, investment, aid, radioactive waste transport, the nuclear test ban, security, and treaty ratification. Participated at ministerial meetings in the U.N. General Assembly special session on Agenda 21 during June, 1997.

Represented client in adversarial proceedings before the state and federal courts, the FCC, and the CPUC, on regulatory issues related to competition, monopolization, exclusionary practices, and predation, as well as supervised local counsel. Planned regulatory strategies on long-distance and global information services and alliances, designed offerings, rates, and investments. Cross-examined senior expert witnesses on economic, financial, and technical issues as well as public policy reform matters. Developed international and domestic tariff provisions, controlled potential liabilities, settled seven-figure tort actions and ensured compliance with regulatory and antitrust law. Negotiated long term service commitments, equipment leases, software licenses, facility installs, commercial paper, sales and marketing agreements and long-distance service contracts with multinational companies.
