in the District's Bond Project List, and establish a Citizens' Oversight Committee to monitor all expenditures?

energy efficiency, shall Ross Elementary School District be
authorized to issue bonds up to $15,000,000 at interest rates within
the legal limit, with a citizens' oversight committee to monitor bond
expenditures and review financial audits?
