Full Biography for Clark S. Davis
Candidate for |

|
Clark Davis has lived in the South Bay his entire life. Lived in Rancho Palos Verdes for 3 years before moving to Rolling Hills Estates 21 years ago. Hi wife Deborah attended Rolling Hills High School and UCLA. His son, Steven, started his schooling at Point Vicente Elementary School, and after completing high School, attended El Camino, completing his studies at USC while playing football. Clark and Deborah share their home with their dog, 4 cats, and their horse, Victor. Clark joined the Los Angeles Sheriff's Department at 21. He was a co-founding member of ALADS (Association for Los Angeles Deputy Sheriffs) and was an ALADS representative until he received a medical retirement in 1981. He was selected by then Undersheriff Sherman Block as his personal aide and Campaign Scheduling Secretary, until Block was elected as Sheriff in June 1982. Clark co-founded Fitch/Davis Associates in July 1982. This began his successful Lobbyist career, which he has performed from that time until the present day. Between 1981 and today, Clark has represented Local, National and International Firms before Local, State and Federal Government Agencies. The list of the various Entities Clark has represented covers a vast spectrum. His Clients have included Government Agencies, Government Associations, Private Business related organizations and non-profit organizations. Clark has sat on the boards of numerous community organizations and non-profit groups as well. His knowledge of local and State Policies, and Procedures of Governmental Interactions is unsurpassed by very few people in the Los Angeles County Region. Sherman Block's first assignment for Clark, over and beyond his normal duties, was to oversee the largest local fundraising event in Los Angeles County History. These 1,800+ attendees for Blocks event at he Beverly Hilton Hotel took six months to coordinate. The entertainers included Frank Sinatra, Rich Little, the USC Spirit of Troy Band, and numerous local entertainment stars that volunteered their talents. The Donors who participated included virtually all major business associations and companies. Block's broad appeal to every political affiliation, businesses and organizations, astounded everyone who participated. Clark (and his eventual partner, campaign manager, Alma Fitch) had to repeatedly revise the Hotel arrangements on a weekly basis. The night of the event, Clark was instructed by Block to explain to then former Governor Jerry Brown and his then Chief of Staff Gray Davis, that they could not enter the dinner and show. The Fire Department nearly closed the event due to over-crowding. It was an outstanding event with Frank Sinatra singing for over 2 hours. So began Clark's adventure into Politics and his work with top business executives, such as meeting Sinatra's manager/producer Jerry Weintraub, during his first workweek. The Block Function, with Clark being the primary contact for all participating parties, gave him first name relationships with more top business and political leaders than he could have met during an entire lifetime of any other business assignment. Most of the people Clark met in 1981-1982 remain friends to this day. As Block told Clark at his initial interview, never lie to any business or political leaders. They may get frustrated, but shall always remain as a contact for you throughout your life. I have maintained that concept to this day. And, not one politician or business associates has ever accused Clark of going back on his word. Clark's government assignments began before he even opened his firm. People would call for a favor. Clark always assisted anyone who requested help. He didn't know what a Lobbyist did back then, or that he should have been paid for helping people. The Fitch/Davis Associates Firm was a giant success in its first year. So began Clark's ventures into Government work. Clark's list of clientele is a virtual Who's Who of the business world. The County of Los Angeles has 88 Cities, numerous related agencies and the County Seats of Supervisors as well. Clark has worked for, or with all areas of these government agencies. Water Boards, Transportation, Waste Management, Planning Research, Health Care, Social Services, Public works, Beaches, Harbors, Airports, Utility Agencies, and Labor groups. He cannot think of any type of Government service organizations he has not worked with. Clark has verifiable records from Decades of Lobbyist Reports and Newspaper stories to validate his record. His clients have included the County of Los Angeles negotiating to split redevelopment agency fees with the City of Los Angeles, getting approvals to build. Also, Disney Hall and Olive View Medical Center, both located on Los Angeles City land. Various public works projects needing approvals from many cities before projects could successfully move forward. Clark has not only sat on the decision making Boards as listed, more importantly, he gained his most important experience by working in the trenches of the Government system for over three decades. He has successfully solved complicated issues, and assisted with contracts and approvals for his clients. This valuable experience has provided him an unparalleled knowledge of the government agencies and becoming an expert in all facets of the Government process. Clark has specifically represented the local, National, and International firms in obtaining approvals for hundreds of projects. He has worked on behalf of Construction, Architectural, Public Relations, Transportation, Public Health, Public Works, Airports, Public Utility Companies, Developers, Parking Companies, Food & Beverage, Communications, Computer Technology, Fire & Police Emergency Operations Systems, Waste Management, Landfill Companies, Non Profit Housing Firms, Security Firms, Oil Firms, Product Distribution Firms, and many other industries not mentioned. |
