New City Manager

By Richard Carrillo

Candidate for Council Member; City of Port Hueneme

This information is provided by the candidate
Should the current city council wait until after the election to fill the city manager position?
I have been asked if the city should wait until after the election to fill this vital position. I believe the city needs to have an interim city manager. The day to day affairs of government must continue be addressed.

However, to assume the same council make up will exist after the election and to begin the interview process today to fill the position permanently is not an example good, fair, honest government.

Let the city council election conclude and then begin to find a new city manager.

As a city manager completes the will of the council, and the will of the people is expressed in the election of the city council members, I want to be able to be in the interview process, selection process.

My campaign is to have the city government work for the people of Port Hueneme.

One thing I would expect an effective city manager to do, while completing the will of the people, as directed by the city council is to report to the council on how the policy is being carried out. The city manager should report back to the council citizens complaints, or issues that citizens are having in respect to the policies created by the council. This exchange will help the council review and work to make the policy work to the good of the people. Policy can be corrected to the good of the people.

In my campaign, I have had citizens tell me that they would complain to the city, and moved up the chain of command to complain to the city manager on city services. The issue would not be resolved. The citizens felt their concerns never reached the ears of the council. Not every citizen enjoys making complaints before the city council.

Should the only resolution of a citizens complaint be to appeal directly to the city council? Should the city government knowing of complaints on a city policy exchange this information with the city council? The city manager could also suggest corrections to policy in this process. This exchange helps the council in working with an issue, working with those that have elected them, to solve the issue.
