The statement gives information about my qualifications.
I was appointed "Director" on September 14, 2111, I am serving as Vice-President and a member of the Personnel Committee. Since my re-appointment I have attended many meetings of Cities and Agencies responsible for water to get their perspective on issues and how we can work together. In January we will be discussing the Memorandum of Understanding with our District employees covering salary, pension and other issues. The California Legislature as you may know has changed PERS requirements. I have asked we review these requirements as some are effective in January of 2013. Additionally I feel we need to find ways to promote water conservation and provide information so the ratepayers can make intelligent choices on how to conserve water. The District has placed information on the Districts website and included information sheets in mailings from the District. I feel my thirty years of Public Health experience in the Air Force, Reserve and with the Medina County Health Department provided me with great insight into the various water system issues. I collected and reviewed results from water samples. I further assisted the State Health Department during their visits to public water supplies. Within our programs I inspected the development of water wells and other water systems. I did attend engineering college and after a major change I received a B.S. in Public Administration. In California I worked for the IAPMO, on the development and promotion plumbing code, mechanical code and other related codes. I was involved with aspects of association management and promotion of the association and its products. These promotional activities meant traveling in States and some foreign countries to attend meetings and meeting with various governmental bodies. Most recently I have operated a consultation service.
