2008-2012 Accomplishments
Noelle Mattock Director, EDH CSD
Finances
- Over my tenure we saw an approximate 15% drop in property tax revenues
- While employees are our most valued asset, we could not continue to build new parks, deliver other vital projects and new programming while salaries and benefits took up 64% of our revenues and was continuing to grow. We brought those costs back in line at just 44% of revenues in 2012
- When staff proposed deficit spending to meet our mid-year budget I fought against it and the board made staff go back and make further reductions in spending to avoid dipping into our reserves
- I was the driving force behind creating a Capitol Deficiency Fund in 2009 with $50k which is now at $4.4 million. That money is now protected from grabs by the State and will be used to build new parks and improve others
- Rather than providing Waste Connections a guaranteed profit, I negotiated a performance based franchise agreement
- While you have heard about all the local governments with unfunded pension obligations...ours is FULLY FUNDED
- I lead the charge to reform our pensions, which will result in an ongoing reduction of more than 7% ($231,174.72) annually
- I negotiated the first contract with our General Manager that started us down that road
- Made the tough decisions needed to reduce ongoing costs by $200,000 through a reorganization in 2009
- Fought and won against the frivolous use of your taxpayer dollars to give Board Members a $1000 every four years so they can buy an iPad
- After asking staff to work with a resident regarding their concerns over Wild Oaks Park Assessments, the board learned that 5 homes were inadvertently included in the wrong Lighting and Landscaping District and immediately returned their money
- Using built up reserves in the Wild Oaks Lighting and Landscape Fund; we made a prepayment on the Wild Oaks Bond, which will reduce the term of the bond by 1 year, a savings for the residents in the Wild Oaks Lighting and Landscape district
- When information came to light that an entire community was wrongly charged for the Oak Knoll Park Lighting and Landscape District our board immediately returned their money
- I continue to fight for the efficient and effective use of your tax dollars
- I am driving accountability within the organization by pushing for annual reviews of employees
- In 2009, I was part of statewide effort that fought against the state taking a portion of our revenues to fill their budget gap
