Candidate for
Council Member; City of Oakley

Mired in the longest economic slowdown in recent history, losing over 2 million dollars in revenue since 2007, implementing 23 furlough days for city staff and leaving some staff position unfilled, and losing redevelopment, the only tool local governments have to stimulate job growth and economic development, through it all the City of Oakley has stayed strong and financially stable.

During these though times the City has balanced its budget every year and has maintained a reserve. Public safety has remained a priority, not a single police officer has been laid off. Unlike other communities we have maintained an aggressive and proactive Code Enforcement program. The sidewalk gap closure program continues to make pedestrian safety enhancements with recent sidewalk additions to W. Cypress and Main Street. Pavement improvement projects initiated and completed on Empire, Neroly, Laurel and O'Hara has improved driving conditions. Our award winning Park and Recreation Department continues to excel in creating and implementing new programs to reach out to all of Oakley's citizens.

We have started the process to reenergize and revitalize our downtown environment. New businesses have moved in and existing businesses are relocating to take advantage of the coming improvements. We are working to make downtown Oakley the central gathering point for our community. The Harvest Festival, Christmas Tree lighting, Memorial and Veterans Day observance and events sponsored by the Chamber of Commerce (The Almond Festival) will be located downtown. To keep you spending your dollars in Oakley we have initiated, with the Chamber of Commerce, an "Oakley First" program to educate the public about shopping and dining opportunities in Oakley.

We have not forgotten the valuable and historic agriculture roots of our community. The City has contracted with the Agricultural - Natural Trust for assistance in developing the Oakley Agricultural Conservation & Viticulture Program. Some of the programs goals include: develop an "inventory" of agricultural parcels; form and ask assistance from a Growers Advisory Forum; hold a series of Community Workshops and develop potential funding mechanisms for conserving agricultural parcels.

Construction of the Oakley Generating Station will create over 730 local union jobs, over a 33-month construction period. Upon approval, Oakley would receive approximately $3 million to fund future capital improvement projects, and establish a community grant program. Nearly $3 million will be set aside to fund potential environmental improvements in the area. Senate Bill 536 provides for an annual tax payment to the City of about $2.5 million.

All of this does not happen in a vacuum, an active and progressive City Council has guided city staff, providing direction and determining strategic priorities. Sure, there have been mistakes along the way, they have been corrected and we have moved on. Tough challenges still face us but I feel confident that with continued strong political and administrative leadership, Oakley will face these challenges as it has many others over the past few years and not only succeed, but prosper.
