Clifton "Cliff" PHILLIPS has experience in grant writing and can help save tax payer money and save teacher and other staff jobs.

Cliff knows about staff differentiation and staff redeployment.

He wants to see more technical, vocational and practical educational opportunities for middle and high school students.

Soon after Cliff retired from the Los Angeles Unified School District, L.A.U.S.D. embarked on the process of school giveaways. LAUSD did this in the guise of "schools of choice," or "charter schools." The net effect was literally giving away brand new and refurbished public schools to private education companies. Charter schools do not have the same requirements and responsibilities that regular public schools must be held. Charter schools have their own boards of education and several have been caught cheating on state tests with no repercussions. How can public schools be given away? Cliff wants to be sure that does not happen in Bellflower.

Times are tough. Schools are especially hard hit by the current recession. Cliff believes that school board members should not serve on the board to obtain lifetime health benefits and if elected, he pledges to rebate those health benefit perks back to the general budget. Cliff also believes that members of the governing board should voluntarily take a pay cut in the percentage of total number of staff laid off for the current school year. He would support a term limitation to prevent anyone serving long enough to collect lifetime health benefits. While these ideas may be small and symbolic, it is a start!

Cliff also has experience in grant writing and would be an asset to help BUSD in seeking additional revenue.

Clifton "Cliff" Phillips has several ideas for staff differentiation and student redeployment that could create more efficient learning situations, give more learning opportunities to students, and possibly avoid staff layoffs in the future.

Clifton "Cliff" Phillips was fortunate to have an education that included "shop" classes from junior high through high school. He says that many of the skills he has in wood working, auto repair & maintenance in general are a result of those classes. Cliff thinks that the American public schools have an "elitist" strategy that helps insure failure for many students because they do not complete college. He wants students to have more practical educational experiences beginning with more vocational, technical, and trade centered educational experiences from middle school throughout high school.

Cliff wants the communities of Bellflower, Lakewood, and Cerritos to have nothing but good feelings about the public school system in BUSD. In just talking with folks in the community, he finds that some have some real or imagined contention with the district. Cliff is just the person to investigate and solve these situations in order to give closure.
