Candidate for
Member, Board of Directors; La Habra Heights County Water District

First and foremost, I thank you for the opportunity to present this to you.

My name is Mark Perumean, and I am looking to continue my position as a Member of the Board of Directors of the La Habra Heights County Water District. I have been a Member since 2009.

I am the second generation of Perumean's that have lived within La Habra Heights. My Parents purchased a home here in 1987, in which my Mother presently resides.

My Father, prior to his passing, was the Pastor of the La Habra Heights Hillside Pentecostal Church for fourteen years of which I and my family currently attend.

I purchased a home in La Habra Heights in 1999. My wife and I have been blessed with three children, La Habra Heights third generation Perumean's. We love where we live and thoroughly enjoy the community we all call "home".

I consider myself a dedicated professional, with 32 years of diversified experience, in-depth knowledge and proven performance in all aspects of the environmental solid waste and recycling industry.

This is a highly competitive and rigorous service orientated business which demands organization, requires superior customer service and comprehensive communication.

I have had a variety of managerial positions while working within this industry.

I was the assistant General Manager to one of the largest Transfer Stations in California. I was the General Manager of a Recyclable Processing and Public "Buy Back" facility.

As a Corporate representative, I negotiated and procured equipment for multi-million dollar projects.

Holding the title of District Manger, I once had the responsibility of 13 municipal collection contracts located within three different counties. Our annual gross revenue was over 20 million dollars.

I worked with Major Corporations, owners of small to large independent companies and of course residents themselves.

While at this division, I addressed the questions and concerns of 75 City Council members, 13 City Managers, 15 County Supervisors, 3 County administrative offices and don't forget the public works staff of each.

I have experience in green-waste recycling, composting and co-composting. I am proud to say that I was the lead developer in a First time Joint Venture with a Major wine manufacturer in the Central Valley.

Utilizing the green-waste, grape plumiest and waste water from their processing facilities we created a nutrient rich compost.

My current position is Regional Director of Operations. We provide daily service for Los Angeles and Orange County with 100 employees operating over 95 service vehicles. My immediate responsibilities are to monitor collection and distribution procedures for 6 Municipal contracts and 3 Franchise areas. We currently provide service collections for close to 10 thousand customers a day.

In short, I understand and have experience in the following: Business Development, Government & Public Relations, Contract Negotiations, Sales & Marketing, Facility Planning & Designing, Mergers & Acquisitions, Safety Administration, Customer Service & Operations, Staff & Facility Management and Financial Budgeting.

Considering the Water District is service based, I feel that the operational qualities I possess are essential in maintaining superior service standards that encompass budgeted responsibilities.

I am sure that I can continue to contribute to the needs of the District. I have been fortunate enough to have participated in the long-term planning and funding for projects that will help ensure reliable water service for our domestic and fire protection needs. As the district policy sets forth, I am a true believer of the pay as you go methodology.

As a Board Member and more importantly as a resident, it pleases me to say we all have enjoyed the reality of no rate increases in the last five years. Considering the past and current economic atmosphere, this is an extraordinary achievement in itself.

Let us also not forget about the construction of New Reservoir #9 which increases our capacity to almost 2 million gallons as well as increasing our emergency storage and or fire protection needs.

I am proud to be a part of this current Board. We are cohesive, yet objective. We are a Water Board that is extraordinarily diverse in qualities.

My commitment to you will be to continue to work alongside the board of directors and district staff in providing a lasting and quality water supply that meets all state, federal, and local requirements at the most reasonable cost to the residents residing within the District boundaries.

I will also continue to secure the future of our anticipated water needs, and to review and research any technological advantages or business development opportunities that may assist our position and/or future.

La Habra Height residents deserve representation by a candidate whose only interest is the well-being of our community.
