Measure A, if passed, will amend the Vernon City Charter to limit Vernon councilmembers to two five-year terms in office, with a lifetime ban thereafter.

The Vernon City Charter currently does not provide term limits for Vernon councilmembers. Seven of the sixteen jurisdictions within five miles of Vernon have enacted term limits for their governing bodies, ranging from two to three four-year terms, or eight to twelve years. When term limits are reached, councilmembers are barred from running for office, either for a period of years or for life.

Measure A would amend Chapter 3.4 of the Vernon City Charter to limit councilmembers to no more than two terms of office. Each term of office lasts for five years under the Vernon City Charter, resulting in a maximum of ten years in office. After serving two five-year terms, Vernon councilmembers would be barred from office for life. Terms of office that began before the enactment of Measure A would not apply towards the two term limit.

A "yes" vote on Measure A approves the Charter amendment limiting Vernon councilmembers to two five-year terms, with a lifetime ban thereafter. If approved, Measure A would apply to any term that begins after November 8, 2011.

A "no" vote on Measure A opposes this change to the Charter. If Measure A fails, there would continue to be no term limits on Vernon councilmembers.
