Without increasing existing taxes and to protect the quality of education and promote student achievement shall Palos Verdes Peninsula Unified School District extend the existing school parcel taxes to fund advanced programs in math, science and technology, keep classroom technology up-to-date, attract and retain highly qualified teachers, and maintain manageable class sizes, with an exemption for seniors, a cost of living adjustment for inflation, with all money staying in our community to benefit local schools?

Approval of Measure M would authorize the Board of Education ("Board") of the Palos Verdes Peninsula Unified School District ("District") to levy a special parcel tax ("Tax") of $374 per year, adjusted annually for inflation, on all parcels of taxable real property that receives a separate property tax bill located within the District. The Tax is intended to combine, equal and replace current parcel taxes under Measure P and Measure V. If the Tax is approved by the voters, existing parcel taxes under Measure P and Measure V will cease to be levied upon the commencement of levy of the Tax.

The Tax revenues shall only be applied for the purposes of preserving quality education and programs, including keeping classroom technology, textbooks and instructional materials up-to-date; funding advanced programs in math, science and technology; maintaining manageable class sizes and attracting and retaining qualified teachers; maintaining school facilities and grounds; funding art, music and physical education programs; and reducing the impact of budget cuts.

All property that would otherwise be exempt from property taxes, or which ad valorem property taxes are not levied in any year, will also be exempt from the Tax. An exemption may be granted on any single family parcel to persons who are 65 years or older who own and occupy, as a principal residence, a parcel upon application to the District for such exemption under procedures established by the District or by law.

The proceeds of the Tax shall only be applied to the specific purposes identified in the Measure and shall be deposited into a special account for the proceeds of the Tax. An annual written report shall be made to the Board showing the amount of funds collected and expended from the proceeds of the Tax, and the status of any projects required or authorized to be funded from the Tax. In addition, an independent Citizen's Oversight Committee shall be appointed to ensure that the Tax proceeds are spent for their authorized purposes and shall report annually regarding such expenditures. The collection of the Tax is not intended to decrease or offset any state or federal funding otherwise available to the District at any time during which the Tax may be levied. In the event that the Tax has such effect, the District shall reduce the Tax to an amount necessary to restore the decrease or offset of funding.

The Taxes levied under this Measure shall be collected by the Treasurer and Tax Collector at the same time and manner, and subject to the same penalties, as general ad valorem property taxes.

This Measure requires a two-thirds (2/3) vote for passage.

Arguments For Measure PVPUSD-M
Palos Verdes Peninsula Unified School District is one of the best school districts in California. Student test scores are near the top statewide and 98% of students go on to college. Exceptional teachers, challenging programs and support from the community contribute to high student achievement.

Due to continuing cutbacks in state education funding, the District has lost $25 million over the last four years, and is now faced with cutting an additional $8 million in upcoming budget years. Cuts of this magnitude threaten every school and program.

Without the continuing support our community provides, we can expect increases in class sizes, elimination of teachers and counselors, reductions in school maintenance and classroom technology.

Measure M will not raise your tax rate. What it will do is combine the two existing local school parcel taxes into one simple, uniform tax with annual adjustments for inflation -- capped at CPI.

Measure M will continue to provide ongoing, local funding to preserve:

  • Advanced academic programs in math, science and technology
  • The ability to attract and retain the most qualified teachers and school employees
  • Up-to-date classroom technology
  • Current textbooks and instructional materials
  • Manageable class sizes
  • Funding for art, music and physical education programs

An exemption for senior citizens will continue to ensure the cost is not a burden to those on fixed incomes.

Every penny of your existing taxes goes directly to supporting classroom instruction. No funds from Measure M may be used for administrative salaries.

An independent Citizens' Oversight Committee will oversee the expenditures and ensure funds are spent as promised.

All funds raised from Measure M will remain in our community to benefit our elementary, middle and high schools.

Good schools protect property values in our community.

Measure M is essential to maintaining the quality of our outstanding Palos Verdes Peninsula schools.
