What do you see as the biggest issue for your district and how would you address it if you were elected? Answer from Jim E Reed: Unemployment running more than 5% above the national average. I will work hard to make sure a fair share of our tax dollars we send to Washington end up being spent back here in the District 2. What is your position on the recently passed health insurance legislation? What do you see as the next step in addressing the uninsured or underinsured? Answer from Jim E Reed: I support the health insurance legislation and would have supported a public option. We need to wait about 2 years to see what the costs turn out to be and the results of some of the pilot programs before beginning to make modifications. 3. Immigration is likely to come before Congress this year. What do you think should be done about unauthorized immigrants currently in the US and what should we do overall to handle immigration? Answer from Jim E Reed: There needs to be a path to becoming legal, but that path must not be easy and should require at least a rudimentary ability to speak and read English. 4. How will you balance the continuing costs of military actions with the costs of domestic needs? Answer from Jim E Reed: I believe the military budget should be cut by 30% or more and this can be accomplished by shifting work done by outside contractors back to our military who traditionally did those duties. 5. We are in a recession and many people are out of work. What would you do to increase employment? Answer from Jim E Reed: Reduce regulations and compliance requirements on small businesses; increase spending on critical infrastructure. 6. Water is, perhaps, the most valuable resource in northern California. With the ongoing drought and the increasing demand for water in other parts of the state, what would you do to meet this demand and sustain our water resources? Answer from Jim E Reed: We need to assure that Northern California water is not shipped elsewhere to the point of causing shortages here or damaging our environment. 7. What is your position on climate change and what would you do to put that position into practice? Answer from Jim E Reed: We need to reduce carbon emissions and use energy more efficiently.
