I am a visionary who believes strongly in sustainability.

The investment policy states the order of importance regarding the investment of city funds

1.Safety of principal is the foremost objective
2.Liquidity (need to meet requirements of the Finance Department to pay bills)
3.Return becomes a consideration only after safety and liquidity are met.

Given the uncertain economic times we face in the world, our nation, our state and our city it is imperative that we invest wisely since this money is for Carlsbad's future. This money is equivalent to your retirement money.

Since we are in a low interest environment and the money is in interest rate sensitive investments any changes to interest rates can affect the pool of money.

Mac McSherry, our previous Treasurer, was keen to the markets and had been moving to shorter-term investments. I would invest in more short-term investments so if interest rates do increase we can then reinvest at the higher rates.

Jim Stanton the Treasurer from 1996 to 2006 and I have discussed investment philosophy and share common views. I would continue to consult with him because of his tenure, knowledge, experience and insight. In addition, I would seek other experts in the field for their advice as well.

Sustainability is a big issue with me and I always approach all matters with sustainability in sight. I am conservative and have Carlsbad's best interest at heart. I have lived here 28 years and plan to be here for life. Thank you and I appreciate your spending the time to get to know me.
