My wife Kathy and I have been married for over 43 years. We have lived in Fountain Valley since 1974. We have three adult sons, two daughters in law and five grandchildren. I am a dedicated and committed Public Servant. I was elected to the Orange County Board of Education and represented District #1 for over 16 years. I worked for the U.S. Department of Justice, Immigration & Naturalization Service for over 30 years. I have served as a member of the Board of Director for FedOne Federal Credit Union for over 25 years. I was a Boy Scout Leader at Calvary Chapel for over 18 years. I believe in public service. 1.) If elected what qualifications do I bring to the Orange County Water District. I am a proven leader that believes that water and its use is not a political issue. It is a National Security matter. Good clean drinking water is vital to our existence. The man or woman that is elected to this position must know, understand and be qualified to oversee the prudent use and distribution of our water. I believe that I am that person. I have served the people of the United States as a Federal Law Enforcement Agent with the U.S. Department of Justice (INS) for over thirty years. In my career as a Special Agent, I dealt with very sensitive National Security issues involving the safety and the security of our nation and its people. I have dealt with people from all over the world in both law enforcement and service capacity. As a Senior Special Agent, I was appointed to represent the U.S. Department of Justice INS on the Olympic Security Group that over saw the safety of the 1984 Olympics in Los Angeles, California. For sixteen years, I served on the Orange Country Board of Education as an elected Board Member. In this position, I represented approximately 500,000 people residing in the central portion of the County (District #1). For over twenty five years, I have served as an elected Board Member on the FedOne Federal Credit Union (formerly known as JINS Federal Credit Union). In this position, I oversaw the management of the credit union and insured our customers that their credit union was there to help them in time of need. For over twenty years, I served as a Chief with the United Lumber Indian Nation representing our members in Orange and San Diego Counties. For over eighteen years, I served as an Adult Leader with Calvary Chapel Troop 316. For thirty nine years, I have been a member of the American Legion and I have served as their Post Commander, Boys State Representative and Post Adjutant for many of those years. In addition having been born in Texas with no running water and having to transport our drinking water weekly to our home in 50 gallon drums, I know the important of having the convenience of clean, fresh drinking water. For these and many other reasons, I feel that I am the most qualified candidate to serve on the Orange County Water District. 2.) What would I do to improve Water District services? I would work everyday to insure that the people of Orange County received clean and affordable drinking water. I would also dedicate myself to insure that our water is safe from poisons such as Mercury, Bisphenol A and pesticides; and to prevent the contamination of our underground water system. In addition because water is one of our most precious resources and vital to our lives, I will work diligently to improve the security of our water facilities to insure that our drinking water is clean and free from Biological and Terrorist threats. 3.) Do I believe that the Water District Budget is being administered properly? I believe it has; however, one can not depend completely in past actions or decisions. What was done correctly twenty years ago may not be appropriate for today or in the future. It is the fiduciary duty of all Water District Board Member to act in the best interest of the people of Orange County. They have a responsibility to know and understand the trends of water usage, the administration and distribution of our water and a proper awareness of any possible fraud, malfeasance and misfeasance by the Water District itself. The latter being one of the most important responsibilities that Orange County Water District Board Members has. We must never forget that the proper use of our public resources and public funds is vital to the people of Orange County. Board Members must review the annual budget, all District's expenditures and the satisfactory performance of all Water District employees including elected Board Member themselves to insure that the public's water and money is being spent in a proper and prudent manner. |
