Arguments For Measure L

Redistricting is needed to ensure that our voices are heard, so that our needs are addressed and our rights are protected. Political lines need to be redrawn so that each district is roughly equal in population size. It holds our representatives accountable. It's the process and one of our rights. It ensures that our voting strength is not diluted and that all of our elected officials represent us and protects our interests in each district. The best and most important reason is it gives us fair representation for our city. It is a vehicle to protect rather than threaten. We must participate in this role. Let the citizens of Sanger, California vote for our own Mayor at large and not give this burden to our City Council. It's one of our God given rights. FULL TEXT OF MEASURE AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANGER ESTABLISHING THE ELECTION OF CITY COUNCIL MEMBERS "BY" DISTRICTS, CREATING FOUR (4) SINGLE COUNCIL MEMBER DISTRICTS FROM WHICH THE ELECTORS WITHIN EACH DISTRICT MAY VOTE ONLY FOR THE COUNCIL MEMBER FROM THAT DISTRICT, AND PROVIDING FOR THE DIRECT ELECTION OF THE MAYOR BY THE VOTERS The City Council of the City of Sanger does ordain as follows: 1. This Ordinance is enacted pursuant to California Government Code sections 34870 et seq. and California Elections Code sections 4000 et seq., and shall be subject to approval by the voters of the City of Sanger at the regular general election scheduled for November 2, 2010. If this Ordinance is not approved by the voters at such election, it shall be deemed void. 2. For the purposes of electing City Council Members, the City shall be divided into four (4) Council Member districts. The members of the City Council shall reside in the respective Council Member districts "by" which they are to be elected. The electors within each district may vote only for the Council Member from that district. The term for Council Member positions shall be for a period of four years. 3. The position of Mayor shall be directly elected at large by a vote of all electors residing within the four (4) Council Member districts. The term of the Mayor's position shall be for a period of two years. 4. The boundaries of the four (4) Council Member districts are described as follows, and as represented on the attached Exhibit A: District Election Boundaries District 1 The west, north and east boundaries shall be the Sanger City Limits. The south boundary begins at the intersection of the west City Limits and the north side of the Fowler-Switch Canal; thence northeasterly along the north side of the Fowler-Switch Canal to its intersection with the centerline of Bethel Avenue; thence south along the centerline of Bethel Avenue to its intersection with the centerline of Fifth Street; thence easterly along the centerline of Fifth Street to its intersection with the centerline of Lyon Avenue; thence north along the centerline of Lyon Avenue to its intersection with the centerline of Fourth Street; thence along the centerline of Fourth Street to its intersection with the centerline of West Avenue; thence northerly along the centerline of West Avenue to its intersection with the north line of Northhomes subdivision as shown on map recorded in Book 12 of Plats at Page 92, Fresno County Records; thence easterly along the north line of Northhomes subdivision to its intersection with the centerline of O Street; thence northerly along the centerline of O Street to its intersection with the centerline of Church Avenue; thence southeasterly along the centerline of Church Avenue to its intersection with the centerline of Academy Avenue; thence northeasterly along the centerline of Academy Avenue to its intersection with the centerline of Church Avenue; thence east along the centerline of Church Avenue to its intersection with the east boundary of the City Limits. The south boundary begins at the intersection of the west City Limit line and the northwest corner of Tract No. 5174, Sanger Ranch, Phase 1 as per map thereof recorded in Book 69 of Plats at Pages 39 and 40, Fresno County Records; thence east along the north line of said Tract No. 5174 and continuing east along the centerline of Almond Avenue to its intersection with the centerline of Greenwood Avenue; thence south along the centerline of Greenwood Ave. to its intersection with the centerlineof Fourteenth Street; thence east along the centerline of Fourteenth Street to its intersection with the centerline of Sanger Avenue; thence north along the centerline of Sanger Avenue to its intersection with the centerline of Twelfth Street; thence northeasterly along the centerline of Twelfth Street to its intersection with the centerline of "N" Street; thence southeasterly along the centerline of "N" Street to its intersection with the centerline of Annadale Avenue; thence east along the centerline of Annadale Avenue to its intersection with the east boundary of the City Limits. In recognition of the fact that the population of the City has increased substantially since the last redistricting, and that the current districts are out of balance by population, new district boundaries are necessary to bring the districts into balance by general population and by ethnic distribution. The City Council finds that the four (4) new districts are both demographically and ethnically balanced as required by law. 6. For the purposes of the next two general elections, the Council Members from the old districts shall be assigned to new districts as follows: a. The current representative from District I shall be designated as the representative of the new District 2. The next election for this district shall be in November 2012. b. The current representative from District II shall be designated as the representative of the new District 4. The next election for this district shall be in November 2014. c. The current representative from District III shall be designated as the representative of the new District 1. The next election for this district shall be in November 2012. d. The current representative of District IV shall be designated as the representative of the new District 3. The next election for this district shall be in November 2014. e. The current representative of District V shall be designated as the Mayor's position in November 2012. The next election for the office of Mayor shall be in November 2012. 7. This Ordinance shall become effective 30 days following its passage, and only when approved by a majority of voters at the November 2010 general election.
