? 1. What guidelines would you use to make decisions about the County Budget in hard economic times?

Answer from Emilio Martinez:

I would prioritize the primary functions of government and then make cuts elsewhere. In my opinion, the County should focus on keeping our citizens safe - particularly from gang violence - making our infrastructure second-to-none, and improving economic development.

? 2. In your opinion, what are the most important issues facing the County in the next five years?

Answer from Emilio Martinez:

The most important issues facing Santa Cruz County are:

1) How to fight the rising tide of gang violence and keep our citizens safe. 2) How to create jobs and attract business so that we have the revenue we need to provide the services our citizens demand. 3) Making our government, both at the County and City levels, open and transparent.
