While a high school student in Eureka, California, Bill completed his first internship with the Humboldt County Sheriff Department. Later, while at San Francisco State University, Bill graduated with a BA in Political Science, and completed his second internship, this time in Washinton D.C. on Capitol Hill with then California North Coast Congressman, Don H. Clausen. Before moving to Sacramento in 1982 to work for Senator H.L. Richardson, Bill had been president of the Eureka Teenage Republicans, became a Founding Member of the Humboldt County Young Republicans and was elected to the Humboldt County Republican Central Committee, including serving a term as vice-chairman. In May 2004, Bill was appointed by Governor Arnold Schwarzenegger as an Administrative Assistant to Board of Equalization Member Bill Leonard. Prior to this appointment, Bill served for 22 years for various Republican legislators in both the California State Assembly and Senate. Additionally, Bill worked with various legislative policy committees including the Assembly Committee on Constitutional Amendments, Assembly Committee on Agriculture, the Assembly Committee on Consumer Protection, Government Efficiency & Economic Development, the Assembly Committee on Labor & Employment, the Assembly Committee on Human Services, and the Assembly Committee on Aging & Long Term Care, as well as filling a Rules Committee position for Assemblywoman Barbara Alby. Within his Capitol tenure, Bill served over ten years in the Assembly Republican Caucus under Assembly Republican Leaders Pat Nolan, Ross Johnson, Bill Jones, Jim Brulte, Curt Pringle, Bill Leonard, and Rod Pacheco. Bill has actively worked in many Sacramento area Republican campaigns as well as recruiting successful Republican legislative candidates. Bill has served over ten years on the executive board of the California Republican Assembly in various capacities and he is a Founding Member of the Sacramento Republican Assembly. Answering the call by President George W. Bush for increased civic response to terrorists threats, in 2004 Bill became an active member of the Sacramento Regional Medical Reserve Corps and has participated in several Homeland Security-sponsored exercises and drills that simulated terrorist attacks, hazardous chemical spills, evacuations and natural disasters. |
