Shall the term of office of mayor be four years?

Impartial Analysis from City Attorney
Quinn M. Barrow
Ballot Measure SE seeks to extend the term of office for the elected mayor of the City of South El Monte from two years to four years.

Prior to 2001, the City Council selected one of its members to serve as mayor, and that person served a one-year term of office. In 1999, the South El Monte voters amended Section 2.16.060 of the Municipal Code to provide for a directly elected mayor with a two-year term of office. At every regular election since 2001, the voters have elected a mayor for a term of two years.

The City Council has placed Measure SE on the ballot to allow the voters to decide whether the two-year term of office for mayor should be extended to four years. If this Measure is adopted, the term for mayor would be four years, and would coincide with the term of office of the other City Councilmembers. These changes would be effective at the next regular election following the November 2009 election. Thus, if this Measure is adopted, voters would be voting for a mayor with a four-year term at the November 2011 election.

A “yes” vote would approve the proposed ordinance amending the Municipal Code, so that the term of office for the elected mayor will be four years.

A “no” vote would reject the proposed ordinance and retain the two-year term of office for the elected mayor.
