Measure RR is a non-binding, advisory ballot measure. Put simply, Measure RR is a type of community opinion poll.

The primary purpose of Measure RR is to help the City of El Monte more accurately measure the level of community “support for” or “opposition to” an overnight parking regulatory program that would prohibit the parking of motor vehicles on most City streets during specified evening hours. The only exception to this general prohibition would be for those persons (e.g., residents or visitors) who obtain City-issued overnight parking permits.

This question has been put to the voters as there has been much back-and-forth debate over the past few years over whether or not the public health, safety and welfare is best served by the establishment of some sort of overnight parking prohibition on City streets.

Regardless of whether a majority of voters express support for such a program or opposition to such a program, the outcome of the election on Measure RR will not obligate the City Council to take any particular course of action on the matter or prohibit the City Council from taking any particular course of action on the matter. Nevertheless, the outcome of the election (whatever it may be) will be very helpful for the City Council and for City staff in understanding the community’s opinion on the matter.

Again, it should be emphasized that Measure RR is a non-binding, advisory ballot measure only. Even if a majority of voters vote in support of an overnight parking regulatory program with an overnight parking prohibition, such a vote will not necessary result in the establishment of such a program.
