NOTICE IS HEREBY GIVEN to the qualified electors of the Showcase Ranches Community Services District that the Board of Directors has called for an election to be held May 5, 2009.
"1. Shall the Showcase Ranches Community Services District increase the special parcel tax by $125.00 per year per parcel commencing in Fiscal Year 2009-2010 to provide road maintenance services, in accordance with District Resolution No. 08-09-01?"
"2. Shall the amount of the special tax rate and the appropriations limit of the Showcase Ranches Community Services District pursuant to California Constitution Article XIII.B and Government Code Section 7900 et. seq., be increased annually thereafter by a percentage rate based on the consumer price index (CPI) prior calendar year annual average, San Francisco, All Urban Consumers (CPI-U) not to exceed 3% per year if the voters approve the new special parcel tax for road maintenance purposes?"
NOTICE IS FURTHER GIVEN that this measure shall be called Measure A.

The Showcase Ranches Community Services District (SRCSD) Special Tax, used primarily for maintenance of roads, ponds and the dam, is currently $125 per parcel + the same amount established when the district was formed in 1984. Statistics show that it would take approximately $250 today to purchase what $125 would buy in 1984. The cost of road maintenance materials has more than doubled in the last ten years alone.
The current Special Tax raises about $18,000 per year.
1. The cost of grading/graveling is about $6/foot. SRCSD has 6.5+ miles of gravel roads. Do the math. (6.5 X 5,280 ft in a mile X $6 = $205,920)! $18,000 does about ½ mile!
2. In 2007, a FEMA grant paid to repair small sections of Dorado Canyon at a cost of over $50,000. We cannot depend on FEMA windfalls to keep our roads safe and in good repair. We must build up reserves to maintain Dorado Canyon. In this ballot, SRCSD residents are addressing two pressing issues. First, residents are strongly urged to approve an increase in the current Special Tax to $250 per parcel. Clearly, we must increase our tax to $250 immediately in order to provide residents with a reasonable level of service and safety. Secondly, the ballot adds an annual cost of living (COL) increase not to exceed 3%. With this, funding can keep up with increases in costs and not use money needed for roads to pay for tax increase elections which, without an annual COL factor, would be inevitable. Remember, good roads can add 20% to the value of your home, reduce wear and tear on your vehicle, ensure safe driving conditions and the tax may be deductible.
