Rich is a native of Franklin County and a 1986 graduate of the Chambersburg Area Senior High School (CASHS). Following graduation from CASHS, he went on to study at Shippensburg University. After graduation and receiving a Bachelors in Government at Shippensburg University, he spent five years as an aide to Senator Terry Punt gaining valuable experience providing constituent services to the citizens of the district. This experience will enable Rich to hit the ground running as our next State Senator. Rich graduated from Widener Law School in 2002 and passed the Pennsylvania Bar exam on his first try. In January 2004, he took office as a magisterial district judge after defeating a 12-year incumbent on both the Democratic and Republican tickets in 2003. Rich was the previous owner of Madison Settlement Services in Chambersburg and shared a law office with Larry Meminger.

Rich resides in Hamilton Township with his wife Shannon and two Miniature Daschund Chihuahua dogs named Sassy and Figgy. In his spare time, Rich enjoys hunting, fishing, spending time at the beach, hiking, golfing, and working out.
