Candidate for
Director; Bethel Island Municipal Improvement District

I have considerable experience in resource allocation, budgeting, and management of technical and non-technical staff. I am experienced in assessing the quality and quantity of work that has been performed by subcontractors and in evaluating the competence of abilities of engineering personnel and engineering methodologies. I have over 30 years experience in managing a wide range of personnel, from field hands to office staff to Ph.D's, comprised of full time employees and subcontractors, with more than 20 of those years in Engineering and Engineering Management.

I am experienced and effective at building consensus amongst diverse and apparently opposing groups, by using facts and relevant history to substantiate points. I created and taught classes on the promotion and application of Synergy and the Win-Win concept within corporate and regulatory settings. I served as Vice President for over 8 years on the Board of Directors a homeowners association responsible for establishing budgets, hiring and managing employees and subcontractors, creating and enforcing rules, regulations and policies. As an officer of a non-profit water company on Bethel Island, I have experience in grant application and appropriate allocation of such funds. I have experience on professional and personal basis in dealing with various regulatory agencies, including the Army Corps of Engineers and FEMA. I am familiar with dynamic stress analysis methodologies used in prediction modeling on structures and earthen dams, and with the limitations associated with that methodology.

I am a long time and long term resident of Bethel Island with a long family history to the Island. I have definitive knowledge as to the intent of creation of BIMID and the reasons for the dissolution of RD1619.

It is my intent as a member of the Board of Directors of BIMID to reverse the negative image that has haunted BIMID, to build a consensus of support from the residents of Bethel Island, and to verify proper engineering methods are applied to ensure the safety of our levees and drainage systems. I hope to save BIMID from suffering the same fate as RD1619 and to restore the faith of our residents in this organization.

I feel my management experience, engineering knowledge and strong desire to improve the safety of levee and drainage systems would prove to be an asset to the Board and the residents of Bethel Island.
