A new hospital and new monies call for new policies

Recently we started to collect rent under the land lease that the voters of the district aprroved this past August. The building of a new hospital creates needs for funds to guarantee that the district can always have control of the direction the hospital takes even in the face of a worse case senario. The district is empowered to fund health care agencies and does so on an annual basis. Increasing needs for this funding requires a carefully deliniated District policy.
Under the terms of the land lease the district has with Mills/Peninsula Hospital, the district receives $125,000 a month. In addition the district receives tax revenues. We need to provide funds for health care needs within the district and preserve enough monies to control the direction of the hospital in a worse case senario. We also have to have funds to cover the senario at the end of the 50 year lease should we want to buy back the hospital for the depreciated value of all improvements in the last 25 years of that lease that the district approved. We have been providing funds to healthcare agencies that are either located in the district or that serve the district. We are also asked to participate in health care initiatives that are important to the provision of healthcare to district residents in need. We need to spell out a sound fiscal policy that will fairly allocate funds and provide a budget that meets current health care needs while it provides for the future of health care in our District.
