I believe the number one issue facing the San Joaquin County Sheriff's Department is the lack of Jail Beds.

The lack of jail bed space is the main issue to be addressed. The situation of releasing inmates early via the court ordered jail population cap and our inability to hold inmates that are arrested for non-violent property crimes has contributed significantly to the overall crime problem in the cities and county areas. Even as we look to increase staffing on patrol to answer our increasing calls for service, any arrests made by these deputies will further impact the already overcrowded jail, prompting even more inmate releases. Additionally, the already established programs such as Drug Court is being hindered as criminals who are eligible to participate in these programs, now realize that if they are sentenced to the county jail instead of program participation, they will be free of structured supervision sooner. This vicious cycle can only be remedied through the addition of jail beds to the county jail system. At the current jail site, there is enough county owned property to build the originally planned North Jail. This construction would have created an additional 512 beds. I would propose that we take the proven design and modify it in order to double bunk these housing units to gain 1000+ beds.
