Growth should be compatible with groundwater and natural resources availability. Maintaining the community character that residents have invested in should be paramount for the County and potential developers consideration.As an incumbent planning group member, I have fought hard to achieve, and keep, the promises I made to voters in 2002. Those promises surrounded the platform on which I ran - Growth at a Rural Pace. This does not mean No Growth. It means sensible growth in line with the community needs, and respecting people of all ideas and age groups. San Diego County established in the GP2020 plan that 85% of growth in San Diego's East County should be West of the County Water line (Alpine). This was established to preserve backcountry infrastructure, and natural resources. It is important to ensure the groundwater supply is not depleted, and the growth does not exceed the County "build out" limits established by County planners for this area. This area is about 12 miles from the nearest Interstate, while State Hwy 94 runs through the Campo area. Both commutes are a long distance from any major employment. The residents of Lake Morena Village, a small, highly congested area will have to deal with more traffic and a shortage of exit and entry access roads. There is an ongoing danger of wildfires. The community is broad-based, with few roads leading in and out with considerable distance between those roads. A Community character statement was produced by members of the community for implementation in the County sub Regional Plan. Community residents invested in the rural way of life for a purpose, and this investment should be respected, while allowing for some change. There is a focus on dark, starry nights along with an ambience of open space and neighborliness. Agriculture and working windmills set part of the pace. Once these things are lost, they do not return. One cannot redesign what came naturally. |
