Should Airport Authority and government officials work toward obtaining 3,000 acres at MCAS Miramar by 2020 for a commercial airport, providing certain conditions are met?

Impartial Analysis from County Counsel
This Proposition A is an advisory measure presented to the voters by the San Diego County Regional Airport Authority (“Airport Authority”). An advisory measure means that if the voters approve the measure, the provisions of the measure would not be binding, but rather would be an indication of the voters’ preference and advice on the subject of the measure to the Airport Authority.

California law requires that the Airport Authority adopt a comprehensive plan on the development of San Diego’s regional international airport, including a review of alternate sites. The Airport Authority’s site recommendation must then be presented to the voters in the form of a local ballot proposition. The Airport Authority has identified Marine Corps Air Station (“MCAS”) Miramar as its site recommendation.

The question presented by this measure is whether the voters support the Airport Authority’s site recommendation of MCAS Miramar for development of a commercial airport. The measure calls for the use of 3,000 of MCAS Miramar’s 23,000 acres. The Airport Authority’s advisory measure makes its recommendation of the MCAS Miramar site subject to certain conditions: that traffic improvements are made; military readiness is preserved at no expense to the military for modifying or relocating operations; local taxes are not used on the airport; noise impacts are reduced; and, improvements at the current Lindbergh field are completed. In addition to the conditions specified in the advisory measure, establishing a commercial airport at MCAS Miramar would require environmental review under California and federal law, and a change in the federal law which now prohibits civilian aircraft from regularly using MCAS Miramar. The voters’ indication of support or non-support for this measure is advisory to the Airport Authority for purposes of fulfilling its obligation to adopt a comprehensive plan on the future development of San Diego’s Regional International Airport.

A “YES” vote means that you would support the Airport Authority’s recommendation to work with other governmental officials to obtain a portion of MCAS Miramar as the site for future development of the San Diego International Airport, including all the conditions specified in the measure.

A “NO” vote means that you do not support the Airport Authority’s recommendation.

Are you planning for your future?

That’s what Proposition A does: plans for a future and a quality of life in San Diego that we all want for our children and our grandchildren.

PROPOSITION A IS THE ONLY CHOICE THAT MAKES SENSE FOR OUR FUTURE. Proposition A is the result of years of study that show us, time and time again, that Miramar is our only option for an airport in the future. Lindbergh Field simply can not be expanded to meet our future needs. It is too small, and constrained by hills, San Diego Bay, and development.

PROPOSITION A DOES NOT TAKE MIRAMAR AWAY FROM THE MILITARY. Proposition A simply gives the Airport Authority direction to begin discussions with the military on future military operations at Miramar and how we can meet both needs of our community – air transportation for civilians and military readiness for our country.

PROPOSITION A WILL PROTECT OUR QUALITY OF LIFE. Proposition A simply says it is time to begin planning for a new airport – before we have to drive to Los Angeles to catch the flights we need; before our tourists stop visiting because it is difficult to get here; before visiting family and friends in other parts of the country becomes complex and costly.

PROPOSITION A IS RESPONSIBLE PLANNING AND GOOD GOVERNMENT. Proposition A plans for our future – at a time when we can still make choices and decisions. A new airport will take 15-20 years to permit and build. Let us, as a region, take the first step of a very very long journey. Vote Yes on Proposition A. All the Airport Authority wants is a chance to talk with the military and your Yes vote will give them that chance.

It’s the only choice that makes sense for our future.

Rebuttal to Arguments For
A Commercial Airport at Miramar is Wrong for San Diego County

Proposition A will cause more traffic congestion. A 24-hour per day commercial airport at Miramar will significantly increase traffic congestion on San Diego’s freeways and highways. The vital I-15 corridor will become even more congested, especially in North County. Proposition A is bad for air safety. By adding a 24-hour a day commercial airport to a busy Marine Corps air base, Proposition A will significantly increase the aircraft accident potential and noise over a much broader, heavily populated area.

Proposition A is wasteful spending. This measure authorizes the Regional Airport Authority to spend millions more in taxpayer dollars on trying to force the Navy and Marines to leave Miramar.

Proposition A is harmful to the Navy and Marine Corps. The Commanding Officer of Miramar has informed the Regional Airport Authority that a commercial airport at Miramar will negatively impact the mission of the U.S. Marine Corps. The Secretary of the Navy has said that a commercial airport at Miramar will harm Navy and Marine readiness. The Navy and Marines already have had over 900 hours of direct meetings and dialogue with the Regional Airport Authority. They have stated clearly the position of the distinguished leaders of those services: A commercial airport at Miramar will harm the mission of the U.S. Navy and the U.S. Marine Corps.

Rebuttal to Arguments Against
A MILITARY AIRFIELD IS NOT SAFER THAN A COMMERCIAL AIRPORT

The notion that operating fully armed, bomb-laden military aircraft is safer than commercial aircraft is ludicrous. There have been eight military aircraft crashes outside the Miramar air station boundary and over 30 mishaps since the 1970s versus only one aircraft mishap near Lindbergh Field in the same period.

MILITARY AIRCRAFT ARE LOUDER

Just stand by Miramar and listen for yourself. The Joint Strike Fighter will be much louder still.

WE ARE NOT ASKING THE MARINES TO LEAVE

The Airport Authority simply wants direction to talk. Surely the Marines can discuss the future of military and commercial aviation in our community.

WE MUST START NOW

We need 20 years to plan, approve and build an airport. Sites throughout the San Diego region and even outside it have been studied exhaustively. There is only one viable site reasonably located and geographically suitable - Miramar. We truly wish there was another option, but there is none.

A YES VOTE IS A VOTE FOR THE FUTURE

Think of it this way: You don’t start building your children’s college funds when they are seniors in high school. You start when they are in pre-school. Building the infrastructure your children will need, like highways, roads AND a new airport is a similar process. And just like the day when your children have their bags packed, ready to head to college, the day will come when San Diego will need a new airport.
