Establish Ethical Conduct Standards

Not only is the reality of an ethical conduct ordinance an urgent priority, but also an atmosphere of ethical conduct needs to be created. The new City Council must ensure that honesty and openness are a part of every action they take.
Without question the conduct and actions of the Milpitas City Council should be able to stand up to the closest scrutiny. Citizens have the right to full knowledge of matters that affect the public's business. The majority on this city council repealed the Ethics Ordinance and replaced it with an Open Government Ordinance. They are totally different ordinances in scope and in function. Ethics deals with personal conduct while open governance deals primarily with reporting and access procedures. Nowhere in the city ordinances is the word ethics mentioned. An ethical foundation must be the basis for serving our citizens.

I am committed to instituting an effective code of ethics that will restore the public's trust in public officials. Further, I will work to create an atmosphere of honesty and openness in city affairs so that every citizen feels that it is their government. And that it is a government that they can be proud of.
