NEW DEVELOPMENT ROAD IMPROVEMENTS Is there somewhere in our codes that says that new buildings/houses can be built and finished long before the street improvements need to be completed? If so, why? If new development is approved by the city, which approval includes street improvements, why not require them up front? Or at least much sooner than is currently happening.

SELECTIVE ENFORCEMENT OF ROAD IMPROVEMENTS Are we giving preferential treatment to some businesses, or some landowners, in not requiring them to complete street improvements until some future date at the expense and risk of our citizens? Can property be used for business purposes with no requirement for street improvements, even if it makes for a very dangerous situation for traffic? PERRIS RESIDENTS WHO DRIVE OUR STREETS DAILY DESERVE PRIORITY

LOOK FOR WAYS TO FIX TRAFFIC BEFORE IT GETS WORSE I believe we need to immediately ban ALL big rigs from exiting or entering the 215 Freeway at Fourth street. This should have been done a long time ago. This overpass is old, undersize, and ill equipped to handle them! I believe in the red light enforcement camera as a means of helping to patrol traffic light evaders, prevent accidents, and perhaps save lives. I believe that we need to review all 3 or 4 way stop intersections to insure that they are necessary for public safety. In an age of high gasoline prices, likely to get higher, unnecessary stop-and-go driving uselessly consumes excessive gasoline. Neighborhood resident input is vital in this consideration. I believe that we should make every attempt to see that traffic lights are timed on major corridors. We need to learn from other city's mistakes and appropriately plan for and approve access to major shopping center developments adjacent to or in close proximity to freeway off ramps, to avoid traffic jams exiting the freeway and on the local street. GOOD TRAFFIC SOLUTIONS TODAY WILL MEAN A BETTER TOMORROW

CIRCULATION INTO, THROUGH & OUT OF PERRIS Until the 215 Freeway is widened and improved, probably quite some time yet, more and more traffic headed north and south will be seeking ways to exit the freeway onto local Perris streets. Are we preparing for routes other than Perris Blvd.? If so, when are they envisioned to be in use? If not, will we be looking at ways to discourage out of area traffic from exiting the freeway? We already know the potential traffic volume on Nuevo Road coming west from the Lakeview/Nuevo area; can we accommodate this through existing developed areas?

And lastly, the Mid County Parkway alignment through Perris: It is rumored that the current City Council lobbied on behalf of a business entity to move the alignment from Rider St. to Placentia Ave. to protect that business' property fronting Rider St. That, in itself, might in fact be good policy; and good for a major business in our city, were there no downside. But the question arises: Did they allow a new fire station to be built on Placentia at the same time, knowing that it might have to be torn down in the very near future to accommodate this alignment that they were actively pursuing? If so, this would constitute a serious misuse of government funds!
