To make sure that our quality of life is preserved, my vision is to establish and adopt a Quality-of-life standards that will help Hemet monitor the capacities of roads, hospital, schools, storm drainage, air quality, police, and fire. In short, before we build further we make sure that the infrastructures and services we have in Hemet today are sufficient enough to accommodate the next wave of growth tomorrow.As a Planning Commissioner and homeowner, I realized that a city's growth will ultimately determine the quality of life of its citizens. Without a proper MANAGED GROWTH PROGRAM, an explosive or rapid growth will burden the quality of life of existing and future citizens in the area. The result of explosive growth is recognizable in fast growing areas throughout California today, including Hemet: overcrowded schools, amplified traffic, longer waits in emergency rooms and clogged sewer systems. In Hemet, new residential developments are under construction daily. Citizens are concerned for their community and desire to manage the pressures of growth on local resources and preserve our quality of life. To make sure that our quality of life is preserved, my vision is to establish and adopt a Quality-of-life standards that will assess our current and desired levels of service, and then measure the effects of growth against those standards each year. Take Measure I, the Hospital emergency services Bond. This bond is a reaction to growth. Let's say that the standard for the Hemet emergency room waiting time is not to exceed one hour. If at any point in time, when the Hemet emergency room waiting time starts to exceed one hour, our decision should then be confined to two choices--build more homes or expand emergency room facilities. Unfortunately through the years we decided to build more homes instead and as a result the city overburdened Hemet's emergency room facility. In short, the "Quality of life Standards" will help us make sure that the infrastructures and services we have in Hemet today are sufficient enough to accommodate the next wave of growth tomorrow. The Quality-of-life standards that we have to assess before we build include but not limited to:
