There are two overriding issues in this campaign. First is the need to created a vision and plan. An organization or commulnity cannot develop a plan on how to get somewhere if it first hasn't decided where does it want to be in five or ten years. An organization needs a plan or road map so that employees can be tasked, with goals and objectives, that fit the plan and advance it. Second, Banning need an expanded economic base and new sources of income particularly expanded sales tax. In order to create that new income and sales tax an agressive economic development and recruitment plan needs to be developed and implement to attract retails, commercial and industrial companies to the City. Without this new development there will be limited income to fix the problems of Banning. With success in recruiting new companies the added sales tax will help pay for expanded code enforcement and cleaning up Banning, including revitalization and beautification of the Downtown Area. Funds will be available to expand youth programs, sports, mentoring and internships. There will be more support for law enforcement and the additional more sworn police officers.
