To improve the quality of healthcare, shall Kern Valley Healthcare District be authorized to construct a new acute care facility to provide expanded treatments including chemotherapy and cardiology, build an adequate Emergency Services Department to improve lifesaving care and patient privacy, provide modern technology including cardiac monitoring, ultrasound, nurse call systems and computer sy stems by issuing $12.5 million in bonds at interest rates within the legal limit subject to specified accountability measures and NO money for administrative salaries? Para mejorar la calidad de cuidado de salud ¿deberá el Distrito de Cuidado de Salud de Kern Valley ser autorizado para construir una instalación nuev a de cuidado agudo para suministrar tratamientos ex tendidos incluyendo quimioterapia y cardiología, construir un Departamento para los Servicios de Emergencia adecuados para mejorar el cuidado de salvar vidas y la privacidad del paciente, suministrar tecnología moderna incluyendo el monitoreo cardiaco, ultrasonido, sistemas para llamar a las enfermeras y sistemas de computadoras al emitir $12.5 millones en bonos a tasas de interés dentro del límite legal sujeto a las medidas de responsabilidad especificadas y NADA de dinero para los salarios administrativos?
