As a member of the Antioch City Council, Manny supported Slatten Ranch and other business developments that provided jobs and which built Antioch's business tax base that allowed us to hire more police. He supported Measure K, the current four-year moratorium on growth that stops new homes from being built until Highway 4 is widened. He also helped in the lobbying effort for congressional approval of $36 million for Highway 4. Manny was the deciding vote to put the growth-limiting advisory Measure U on the ballot which passed with 69% of the vote, tying approval for new homes to highway construction and new schools. He lead the fight to stop the city from wasting $1 million on the ballpark in Pittsburg and which instead was spent on Antioch youth sports fields. Manny voted for the first Economic Plan for Antioch in 15 years and voted to hire the first Economic Development Director in 10 years, to implement that plan. He voted to contract out park maintenance saving taxpayers $100,000's each year. Manny voted to keep the Antioch Auto Center in town, which generates $100,000's of sales tax dollars every year for our city, paying for city services - police, roads and parks. He helped successfully hammer out an agreement between the Antioch School District and the City to reduce the Mello-Roos debt by $15 million and the pay back period by nine years. He voted to hire numerous additional police while on the council. Manny voted for a cafeteria-style benefits plan for city employees, treating everyone equal and controlling costs. He voted to double the size of the Neighborhood Improvement Services He voted for the 200-acre commercial area known as FUA-2 for employment and retail, where the Slatten Ranch shopping center is located, today. |
