• Maintain and enhance our quality of life -- expanding the arts and cultural programs, sustaining and improving our education partnerships, preserving our open space and creeks, enhancing our parks and recreation, preserving our neighborhoods and the traditional downtown, sustaining the economic vitality of the city while managing the impact of growth carefully

• Encourage greater participation of the residents in City issues through the Citizens Institute, neighborhood forums and a revitalization of the Community Conversations program from 2001

• Build the downtown library that the community needs -- within budget
