My background is varied and includes several years of experience in managing businesses in the private sector and executive administrative experience in the public sector supporting senior government and military officials in the United States, Europe and Asia.

I served in the United States Army, was stationed at the Defense Intelligence Agency and the Office of the Deputy Chief of Staff for Logistics of the Military District of Washington, D.C.. I was recognized as the Outstanding Soldier of the Cycle -- an award given each year to the soldier excelling in all aspects of basic military training. Awarded the Army Commendation Medal for Military Merit upon the conclusion of my tour, I am now an active member of the American Legion having rendered war-time service to our country.

I earned my Bachelor's Degree in Political Science from the University of California, Berkeley, went to Rutgers University Law School and the Joint Military Intelligence College and later pursued my Master's degree in National Security Studies at Georgetown University.

I am married to Amalia and we have 4 children. The older ones, Maria Esperanza and Eliezer Tobias, are working towards careers in medicine. The younger ones, Reiner Jerome and Mariette Clarisse, are students in the Moraga School District, going to Joaquin Moraga and Camino Pablo, respectively.

Government Service.

As a civilian, I served our country, performing various paid and volunteer work involving law enforcement and national security concerns. Among the agencies I worked with include:

  • The United States Naval Investigative Regional Agency
  • The United States Embassy in Manila
  • The Federal Bureau of Investigation

I also served as a Consultant to the Philippine government, a staunch US ally, and provided the critical nexus between US and Philippine officials when necessary. I served as:

  • Consultant to the Secretary of National Defense
  • Consultant to the Secretary of the Interior and Local Government
  • Consultant to the President's National Security Adviser
  • Consultant to the Presidential Spokesman
  • Consultant to the Chairman of the Presidential Commission on Good Government
  • Consultant to the Director, National Bureau of Investigation

Record of Service and Accomplishments

Business

  • Turned around three information technology companies that had not been making a profit. I have no MBA but at the outset, I was armed with one iron-clad rule: "DO NOT SPEND MORE THAN WHAT YOU TAKE IN." Once the companies were stable, the rule was modified to reflect our growth mode attitude: "TAKE IN MORE THAN WHAT YOU SPEND." The original rule saved the livelihood of over 300 families as I initiated changes designed to reengineer each company to make them more profitable. The modified rule ensured that the companies grew like a cautious expansionist, interested as much in protecting their gains as in expanding their market share.

Government Service

  • Assisted the Philippine government in its effort to recover the ill-gotten wealth the Marcos Family deposited in Swiss Bank accounts. Liaised with German, Swiss, Hongkong, and Australian government and bank officials over a period of over a decade. Over $13 billion in assets were tracked but only $600 million was recovered.

  • Assisted in the investigation into the assassination of Col. Nicholas Rowe, US Embassy Military Attaché. The perpetrators were arrested and are now serving life sentences.

  • Assisted the Philippine government in the investigation of an American National's involvement in a $100 million a year drug enterprise. He was arrested on a US Warrant and transported back to the US.
