Proposition 1D sets aside $500 million for "Career Technical Education programs." CUSD may be eligible for some of this funding.In the event that Proposition 1D passes in November, 500 million dollars will become available to support "Career technical education programs," up to 3 million per site. In that event my proposal for a 3rd "career" high school might need to be modified. That is because high schools must be "comprehensive" to be eligible. I have proposed leaving the academic courses to be taught at the existing campuses,(to avoid costly duplication) and doing only the technical courses in the new facilities - that's not "comprehensive." If CUSD wants to get some of the 1D money, they might just have to form a Career Technical Division at each of the present two high schools. This is a matching program, so CUSD would need to find a way to spend some of the Measure-A money on this project (s). The major problem I see is that funds will only be available to high schools that have, " an active Career Technical Advisory Committee," which I don't think CUSD presently has. But if it's acceptable, they should form one ASAP. CUSD needs to have its legal staff look into this program to see if CUSD can get some of this money. However, even if CUSD is not eligible for 1D funding, they should still go forward with some form of career high school, to serve the more than 50% of graduates (2004) who end their formal education in high school - and enter the world of work with no marketable skills at all. |
