FRANK SCOTTO is ................ A native Californian, born in Riverside in 1948, and has lived in Torrance for 50 years. Frank has been married to Cindy for 37 years and they have 2 children, Wendy and Tony, both whom attended Torrance Schools. Wendy graduated from Pepperdine University and is a teacher by profession. Wendy and husband, Greg, have two children, Allison, 6, and Jordan, 5. Tony graduated from San Diego State University with a Bachelor of Science in Business Management and now works in the family business. Tony and his wife, Lisa, live in Torrance and have one son, Oliver, who is 1 year old. Frank graduated from El Camino College and attended Long Beach State University. His education was interrupted in 1970 when he was called to serve in the Army during the Vietnam War and was honorably discharged with the rank of E-5 in 1971. While serving, Frank's duties involved working with the Pentagon to move troops as needed throughout the entire world. For over 15 years Frank was active in the American Youth Soccer Association serving as a coach, referee, board member and Regional Commissioner. In 1992 and 1994, Frank served as the Director of the AYSO National Games directing over 12,000 players and 2,000 volunteers. After working for Chevron Service Stations for 7 years, Frank opened his first service station in 1974. Frank Scotto Towing has been in existence since 1975 and presently has over 45 trucks and over 70 employees. Some of the agencies Scotto Towing provide services to include the California Highway Patrol; the Redondo Beach, Hermosa Beach and Manhattan Beach Police Departments; Automobile Club of Southern California and additional roadside clubs and businesses throughout the South Bay. The Scottos also own two Chevron gas/mini-market stations, with over 20 employees and California Western Towing Equipment which manufactures tow trucks, employing 5 people. Frank is currently a Board Member and Past President of the Lomita-Torrance Airport Rotary Club having actively participated in this club for over 25 years. As a member of the California Tow Truck Association, Frank has served as the President of their L.A. Chapter, as well as its State President. For three years Frank served on the City of Torrance's Civil Service Commission. In March, 2000, as the number one vote-getter (out of 13 candidates), Frank was elected to the Torrance City Council. He was re-elected without contest in 2004. As a Councilmember Frank has served as Mayor Pro-tem on three separate occasions and has served as Chairman on the Transportation Committee ( 2000); Ad Hoc Veterans Memorial (2000); Finance and Governmental Operations (2002 to Present); Ad Hoc Legislation (2002); Youth Task Force (2002); and Ad Hoc Armed Forces Day Parade (2004 to present). His memberships as a Councilmember also include Municipal Area Express (since 2000); Citizen Development and Enrichment (2001 to present); Employee Relations (2001-2002); Public Safety (2002 to present); and Arts in Public Places (2004 to present) Frank is the recipient of the "Member of the Year Award" from the Lomita-Torrance Airport Rotary Club; "Civilian Achievement Award" from the Redondo Beach Police Department; and the Torrance Council of PTA's "Honorary Service Award". Frank is presently a member of the Torrance, Redondo Beach and Lomita Chambers of Commerce; Torrance Sister City Association; Torrance Rose Float Association; Arts Council of Torrance; Torrance Symphony Association and the Torrance High PTSA. Major sponsorships include the South Bay Police and Fire Memorial Fund; the Torrance Cultural Arts Center Foundation, Lomita Sheriff Department's Annual Recognition BBQ, the Torrance Education Foundation and an Adopt-A-School partner with Torrance Elementary School.
