To improve the quality of education by repairing and modernizing worn-out local schools, such as repairing, upgrading or replacing roofs, heating/air conditioning and plumbing systems; constructing, acquiring, converting, furnishing and equipping school facilities; and to help qualify for State modernization and construction matching funds, shall the Marysville Joint Unified School District issue $37,000,000 of bonds at legal interest rates, with citizens' oversight, independent audits, and no money for administrators' salaries?
The measure would provide the Marysville Unified School District with the authority to issue $37,000,000 principle amount of bonds. The bonds would be used for repairing and modernizing local schools and to help the Marysville Joint Unified School District qualify for State modernization and construction matching funds. The actual rate of interest at which the bonds will be sold will depend on the bond market at the time of each sale. The actual assessed value of the properties upon which the tax will be levied will depend on the amount and value of the taxable property within the Marysville Unified School District as determined by the County Assessor in the annual assessment and equalization process. This measure may be passed by 55% affirmative vote of the qualified voters voting. Dated: March 17, 2006 YUBA COUNTY COUNSEL

Arguments For Measure H |
The children of the Marysville Joint Unified School District need your YES vote for Measure H!
The Marysville Joint Unified School District has served our community since 1966 with a respected and effective educational program. But now, our ability to deliver that quality education is threatened. Most of our buildings are more than 50 years old and are in need of modernization. Most of our current facilities are inadequate to meet the current needs of our children. Your support of Measure H will provide the local funding base we need to create the modern school environment necessary for continued student success. Funds from Measure H will improve the quality of education by: Repairing or replacing roofs, Upgrading heating, air conditioning and plumbing systems, Repairing and modernizing worn-out local school buildings, Constructing, acquiring, converting, furnishing and equipping school facilities. And, Measure H will help us get matching funds from the State for these critical projects. All money raised by Measure H will benefit local children and our community. Strict controls are in place to ensure that the money is spent only for the projects described in this measure. A Citizens' Oversight Committee will be created to conduct annual independent audits to protect taxpayers. By law, all Measure H funds will be used for school improvements and no money may be used for teacher or administrator salaries or other operating expenses. How much will Measure H cost? Less than $5 per $100,000 of assessed valuation per month. That's less than the price of a movie, or two videos, or a newspaper subscription. For about 16 cents a day we can ease overcrowding and make our schools safer. Good Schools are a community asset that enhances property values. Please vote Yes on Measure H. s/Jeff Boom, MJUSD, President, Board of Trustees s/Richard Teagarden, YCOE, Superintendent of Schools s/Sally Sokoloski, YCOE, Asst. Supt./Director of Human Resources s/Steve Roper, Yuba County, Chief Probation Officer s/Jim Kennedy, Yuba County, Treasurer and Tax Collector
