(1.) Public Safety

The City needs more police and firefighters, adequate numbers of personnel, up-to-date equipment and facilities, and fair compensation for public safety personnel.

(2.) Solving Community Problems

Tim will ensure that our streets and roads, water and sewer, parks, libraries, and other infrastructure are improved. The City must catch up with the years of deferred maintenance and decrease the amount of time it takes to fix potholes, broken sidewalks, a failing sewage system, and other critical needs.

In the short term, as we stabilize the City's budget, we need to use new technologies such as a pipe repair system that doesn't require rebuilding the entire sewage system and has a service life span of 100 years. Hopefully, we will have fixed the City's budget problems and will have undertaken an entire replacement of the City's 85-year-old cement sewer system by the time the 100-year warranty runs out!

(3.) Clean Up City Hall

Tim is an economist and who specializes in the tax system, including pensions, employee-benefits, municipal borrowing, reorganizations, reducing or renegotiating debt, restrictions on operating losses, and restructuring debt. He is the only candidate for City Council with the knowledge, experience, and specific skills to fix the City's fiscal mess.

As important as the City revenues and expenditures are, the City Council should:

1) Create a standing budget committee that ensures that City revenues are appropriated properly.

2) Retain a year-around, full-time Budget Analyst, who would provide a dispassionate and apolitical assessment of City revenues and the most appropriate expenditures.

3) Adopt a zero-based budgeting method, so we know where every penny of the City budget is expended, with an explanation of how and why it will be spent.
