Parking downtown is a mess and getting worse, especially on sunny days when the surf's up. The plan is minimal, and will relieve some congestion by encouraging vehicle turnover through timed-parking zones, providing resident-only parking spaces, and preserving unrestricted beach access. Several changes to existing parking spaces were made for public safety reasons and in consultation with the Bolinas Fire Department. There will be no parking meters. Parking zones are clustered to minimize and simplify signage. The Plan in no way precludes efforts to increase pedestrian and bicycle access to downtown.

The current committee was formed by the BCPUD board in response to community concern, was open to all, and worked hard to balance the needs of all Bolinas residents. The plan's goals were limited by Marin County and California Coastal Commission restraints and requirements: it is simply not possible to implement a plan that benefits Bolinas residents at the expense of visitors. Nor is it possible for Bolinas to police, collect fees from, or adjudicate its own parking plan. This plan is the result of weighting all solutions available to Bolinas, and included community input, careful research of County and Coastal Commission regulations, and meetings with relevant officials.

If this plan doesn't receive your approval, do not expect a better solution to emerge in its place; it is the product of 2 years of deliberate study. Flexibility on details will be needed if the Plan is approved. While no realistic parking plan can completely solve our problem, this one presents what is both possible and likely to be effective in providing us all with better vehicular access to downtown, especially during peak parking times.
