Shall Article XXIII, Section 27 of the Charter of the City of Glendale be amended to provide that any violation of the Charter or ordinances constituting a misdemeanor may be prosecuted by city authorities as an infraction and consistent with state law the maximum penalty for a misdemeanor shall be one thousand dollars or imprisonment not exceeding six months, or both?
The proposed amendment will do the same, except that city attorney will have the specific authority to reduce any violation of the Charter or ordinance to an infraction and set the fine for violation thereof where warranted. Additionally, the amendment proposes to increase the maximum fine from five hundred dollars to one thousand dollars for misdemeanors or a greater fine or term of imprisonment as established by state law for general law cities.

Arguments For Measure CharterAmendment-18 |
This amendment will give the city attorney the authority to declare certain violations of ordinances or the Charter to be infractions instead of misdemeanors, thereby eliminating the possibility of jail sentences, and giving more flexibility in punishing less serious violations. Additionally, it reflects an increase in the amount of the fine, consistent with state law, from five hundred dollars to one thousand dollars, and allows for an adjustment as the amount changes under the state law.
