Shall Article XXIII, Section 9 of the Charter of the City of Glendale be amended to reflect current state and federal law regarding the requirement of citizenship for designated city employees?

Impartial Analysis from City Attorney Scott H. Howard
The current Charter requires that all officers, clerks and assistants of the city must be citizens of the United States during their period of employment.

The amendment proposes to change the requirement to be consistent with current state and federal law.

Arguments For Measure CharterAmendment-16
While city officers are required to be United States citizens per the Charter, the same requirement of clerks and assistants of the city is inconsistent with state and federal law. The amendment proposes to maintain the requirement that all officers be citizens of the United States, but removes the requirement regarding clerks and assistants.
