Shall Article VI, Section 9 of the Charter of the City of Glendale be amended to provide that city council establish by ordinance a complete procedure to ensure the integrity of awarding all contracts and a minimum dollar amount for contracts requiring competitive bidding?

Arguments For Measure CharterAmendment-06 |
This amendment would allow Council to raise or lower the amount of any contract requiring competitive bidding, to reflect inflation and the lower purchasing power of the dollar and allow savings to the City through a less formal contracting procedure for smaller projects. The practice of having the threshold for competitive bids established by ordinance is common in many other communities. Adoption of the amendment will allow the City administration to enter into small contracts in the least expensive manner. Further, to ensure the integrity of awarding contracts, the amendment would imbed in the Charter an additional requirement that Council adopt an ordinance outlining the complete procedures of awarding all contracts.
