Shall Article VI, Section 5 of the Charter of the City of Glendale be amended to provide that the mayor pro tem shall be selected monthly by alphabetical rotation and serve if the mayor is absent or unavailable?

Impartial Analysis from City Attorney Scott H. Howard
The present Charter provides that in the absence of the mayor from any meeting of the council, the members of the council may choose another member to act as mayor. The proposed amendment would require the mayor pro tem be selected monthly by alphabetical rotation, and that the mayor pro tem act as mayor if the mayor is absent or unavailable.

Arguments For Measure CharterAmendment-05
This amendment proposes to outline in the Charter the mechanism by which a mayor pro tem is selected. The proposed method has been City practice for many years. This amendment would allow for there to be predictability and fairness in the selection of the mayor pro tem. It further would clarify that the mayor pro tem act in place of the mayor if the need were to arise.
