As a resident of Manhattan Beach for over 20 years, Chuck has stressed his intent to improve the quality of life for the city's residents and businesses.
Chuck's vision for improving the quality of life is to focus on the following issues:

1. keep public safety our top priority,
2. maintain and encourage moderately priced, family restaurants and small business enterprise in the downtown area,
3. protect our beach and ocean water quality through enhanced storm water and street run-off control programs through the city's on-going public education program and utility bill stuffers
4. encourage greater utilization of walk and bike paths as well as government use of alternative fueled vehicles (natural gas, electric and hybrid),
5. alleviate "mansionization" through second and floor open space setbacks, and
6. encourage the undergrounding of utilities in the sand section and other areas when approved by the residents.
